Challenge
Our client was planning the development of a new gas field offshore Morocco with an onshore processing facility and export pipeline. The project had to align to IFC standards to satisfy lenders requirements.
Approach
Telos seconded a bi-lingual French/English HSE advisor into the client’s project team. The HSE advisor was given a client e-mail address, SharePoint access and space in the client’s office in London with occasional visits to Rabat and the Field.
Solution
Our HSE advisor embedded herself in the company activities and the project team.
In addition to general HSE support, specific tasks delivered included :
- Coordination of ESIA to IFC standard (i.e. including Land Acquisition and Livelihood restauration framework, Biodiversity Action framework and Climate Risk Assessment),
- Set-up and maintenance of PLANC (Permit, License, Authorisation, Notification and Consent register),
- Coordination of offshore baseline survey,
- Development of project HSES Plan,
- HSE input to Field Development Plan,
- Review of HSES submission as part of contractor selection process
- Guidance to local country office on topics such as stakeholder engagement, journey management, HSE reporting and emergency response.
Our HSE advisor was also further seconded into the project team planning and drilling an appraisal well at the proposed development location.
Outcome
The project ESIA was approved by the Moroccan regulators and also satisfied the lenders independent E&S advisors.
All other HSE related requirements were fully supported as and when required.
