Challenge

Our client is an international Oil & Gas Operator with numerous offshore production facilities across the Dutch sector of the North Sea, but only one facility on the UKCS; the UKCS facility being subject to the UK HSE Operational Safety Case and associated regulations.  This facility is the only one in their portfolio to fall under UK Regulations, and during a periodic Safety Case thorough review by the UK HSE they highlighted a number of areas in which they weren’t compliant.

Approach

Telos performed a review of the clients Offshore Safety Case(OSC), O&M procedures, management systems and reports associated with the OSC to ascertain whether they were fit for purpose and how well they aligned with UK legislation and regulations.  Highlighting difference between UK and Dutch HSE requirements.

The process wasn’t limited to document and system reviews and assessments, but also included meetings and interviews with relevant company personnel to ensure that documented practices correctly representative of actual conducted practices.

Due to the COVID-19 restrictions on travel the majority of the scope was conducted remotely and via video conferencing with the clients operations team.  

Solution

We used our extensive operations knowledge of offshore installations within the North Sea and specifically on the UKCS to deliver a practical and legislative comparison of the clients OSC and associated procedures in relation to the expectations of the UK HSE, OSC Regulations and PFEER.  The aim of this being to understand any disparity present with the clients OSC, recommend any immediate changes to processes and practises, and whether a ‘deep dive’ GAP analysis is required to ensure compliance with the UK HSE requirements. 

Outcome

The Telos team presented the client with a comprehensive presentation report which  highlighted any areas that needed additional focus or corrective action to ensure compliance to the relevant legislation and regulations.  

Despite the work being conducted remotely the report findings were presented to our client directly in a meeting at their offices which promoted a focussed discussion.  This approached was very well received and proved invaluable two-way dialogue.
